You need to set a registry entry on each of the workstations (not the server):
for 32 bit:
HKLM\SOFTWARE\Microsoft\HTMLHelp\1.x\ItssRestrictions\MaxAllowedZone = 3
for 64 bit:
HKLM\SOFTWARE\Wow6432Node\Microsoft\HTMLHelp\1.x\ItssRestrictions\MaxAllowedZone = 3

for 32 bit:
