I rapidly press F8 repeatedly once I see the BIOS spash screen and before I see the Windows Banner
That brings up a menu

You can go to Start > Run and type MSCONFIG then click OK.
Go to the BOOT.INI tab, check the box beside SafeBoot and click ok.
The computer will now boot in Safe Mode.
Undo this to boot normally.
