S8720 with S8500 ESS, can't get PN to come up

I have an S8720 with an ESS(S8500) at one location. The Port Network at the S8500 location is not coming up. I have 2 IPSI's in PN. The S8720 can see the IPSI's(even get's serial #, and firmware) but will not bring them up. I look in the IPSI and it does not show any servers. I can ping back and forth, plus the ESS is registered and no alarms on that.

Firmware is current on IPSI and CLAN, running 4.0 on each server..I'm running out of options. Anyone see this before?

 
are you IPSIs in control network. If so, are the two control networks routable. Bearing in mind you can't put gateway addresses in Control Network. If the IPSIs are in the corporate network, type CNC ON on the shell of both the servers. This command will look for IPSIs on corporate lan
 
I had this problem before. All programmings are correct and did step by step troubleshooting. It was resolved when I finally "reset system 4" in the main server.

It was a VLAN problem. I had to remove the VLAN tagging from the IPSI boards and it came up.
