Runtime Setup?

I have been distributing my Access application for quite some time using Package and Deployment (Runtime).
The Runtime has been installing fine all along.
All of a sudden, I am getting an error trying to setup my app using the P&D.

When I package my app., I now get a file (msado21) that is included in the setup routine. Then when I go to setup the app, it tells me my system is out of date and to click okay to update. I do that, then restart, but nothing happens.

Why am I getting that file (msado21) all of a sudden?
What is this?
How can I fix this?
