Runtime error opening Outlook for the first time

I had MS office installed on a home PC, and it was used mainly for checking email via outlook.

There was a problem with excel so I uninstalled it, then reinstalled it and everything now works except Outlook.

I get a Runtime Error (Program:C:\Program Files\Microsoft Office\Office10\OUTLOOK.EXE)
abnormal program termination

Then it closes.

I've uninstalled a couple of times but I keep getting the same error.

I've tried a few Office forums and keep being told to re-install it, but it doesn't help

Please can someone help?

I can only fix the error by giving the user admin priveliges. Still looking for a complete solution.
