RUNNING EXE'S GIVES ME A DIALOG BOX I WANT TO DISABLE 2

I'm using one of my computers as a music workstation. I went thru some customization tips and disabled a bunch of services which aren't necessary. I'm not sure if one of those is creating the dialog box...FILE DOWNLOAD....some files can harm your computer...would you like to open or save to your comptuer?...It's annonying not harmful.
 
in IE, Tools, Internet Options, Security, Internet icon, Custom Level. You might want to set a low level or go through each control concerning downloads and set these to low levels. If you have specific sites you use, you can add them as Trusted sites.
 
Neither on of these suggestions is what i'm looking for. My problem is this: If i go to run a setup.exe or install.exe or any executable...i will get Some files may harm your computer, would you like to open or save it, and only open is choosable. This shouldn't happen for a pc running a installation file
 
And this happens when you are the Administrator of this machine?

You might take a look at the Security options set for ActiveX controls, and any scripts.

You also should check that your Antivirus settings are not set too high.

You might also go to Black Viper's set and download the appropriate file to reset your service defintions back to their defaults for now:
 
Are these files on a CD or originally from a CD. That may prompt that type of warning.

This article while not exactly relevant may give further information about this warning box.

NO, these are setup installlation programs ie: winzip, but could be any executable and it will do this.

I looked at all other previous hints and it did not help.
 
Many, many installation programs access the internet for updates and other pieces of information. A good firewall would immediately show this activity.
 
your missing the point. The internet is irrelevant. I was talking about trying to run a installation program (.exe). Dosen't matter what program could be install.exe setup.exe whatevayouwanttonamethisinstall.exe. The program gives a file download dialog. OBVIOUSELY THESE ARE NOT PROGRAMS FROM THE INTERNET. THERE ON MY LOCAL HARD DRIVE.

You are missing my point. Many local software installations will access the internet during installation. It is becoming rare to see one that does not.

I think it likely you have disabled several services you should not have. Please go to the Black Viper site and download his default service restorer. You are not carrying permissions forward to allow you to unprompted do an installation; this could be because XP cannot access its certificate service, its cryptography service, its stored permissions service, or a combination.

 
i restored the services back to the defaults and still the same error message. I don't know what this could possibly be
 
You might try an earlier suggestion to repair the file associations for .exe, .inf, .cab, .cmd, .bat files commonly used for installations.

The easiest way is to head to Doug Knox's site, Select XP Fixes, File Association fixes, and download the relevent .vbs files:
It seems as if the DDE association for "Open" is pointing to the wrong place.
 
Some mention on Google may give you a clue.

Go to Start/Run, and type:

REGSVR32 URLMON.DLL

Then open IE, Tools menu, Options, Program Tab, and click the "Reset Web Settings" button.

Thanks, to all that gave their input. I finally got this working by following microsoft knowledge base article 303650. The problem was actually occuring with network files, and works okay on local install files. This has to do with Internet Explorer seeing those files as internet files and not local files. I hate IE anyway, i was just gonna uninstall it, but i don't think the problem would of went away, seeing how microsoft ties there crappy browser to the os.
