rundll32 errors in windows xp

Hi, I can not open up regedit, sysedit, sfc, msconfig, or any programs. Everything states that the file can not be found. I have tried running a windows repair from windows xp and that did nothing. Can anyone one give me a fix for rundll32 errors in windows xp.
