Rundll32 error NEWDOTNET3_21.DLL

Every time I start my computer i get the error message that Rundll32caused error in NEWDOTNET3_21.DLL

I don't have that worm, i checked, i also downloaded the sircam fix but it didnt change anything. I also tried replacing the Rundll and Rundll32 files in windows from another computer but it didn't make a difference. I have Windows ME and do not have a disc for it. This problem slows down my computer and I can't open games or winamp and IE takes too long to open. Please Help!
 
You recieved this little app, or program without your knowledge: It is foistware. Most likely, when you uninstalled some worthless trial software, that you tried out, NEWDOTNET was left behind. You can remove the reference from the registry by using the Start Menu tool
in MSINFO32 (sorry I'm rusty on ME, but I think it was still included).
> NOTE: I will include my version of how to stop this from loading, and then I have included some info off the NET. (Just using GOOGLE will give you a TON of info on almost any PC tech problem you have. I know, I use it everyday)

Go to:
> START
> PROGRAMS
> ACCESSORIES
> SYSTEM TOOLS
> SYSTEM INFORMATION

There you will find:
A tool bar:
> Choose TOOLS
& System Configuration Utility

> Go to Startup

*** Find the NEWDOTNET, and uncheck it. Reboot.
Then find that file, newdotnet* using FIND. DELETE it.

Removal Procedure:
The NewDotNet software places a reference in Windows' Add/Remove Programs dialogue. It is recommended that you use this to remove the program, as explained in more detail in the New.Net FAQ. DO NOT simply delete the DLL, as it tampers with the default Winsock settings and manual removal may cause you to lose the ability to connect to Internet sites.

The Add/Remove dialogue is available by clicking Start -> Settings -> Control Panel -> Add/Remove Programs. To remove the plug-in, select new.net from the list and click Add/Remove. Rebooting the computer will complete the removal.

The supplied Add/Remove option has been known to fail in some circumstances. If this happens, New.Net recommends that you e-mail New.Net support or phone them at (626) 229-7800.
