RUN.exe encountered a problem and needed to close

I am on a Windows 2003 Standard Server O/S and get thsi error when [1] botting up; and [2] trying to install any program: "RUN.exe encountered a problem and needed to close"

The next pop-up message reads:
Error signature
Event type:BEX P1:run.exe....
-

Any clue?
