Not quite sure what you mean by remotly, you can dial into the WIn2k server theough RDC and then run the file!
If you can't run the Remote Desktop (RDP), there is a tool called Remote Command Service. It's part of the resource kit. You install the Remote Command Service on the server and then you can launch remote commands via batch files in DOS (for example).
