Run an EXE from a web page

Hello-

Need some advice here- I want a user to click a button from a web page to open and run an executable file. What is the best way to do this? Can I do this in Dreamweaver?

is this exectuable on the server or on his harddrive?
what will it do? this brings up many security issues.... [Hammer]

It's not a security concern- our entire Windows 2000 build is locked down, and the script that runs will only alter specific settings- I just need a way to run the self-extracting executable from a web page-
