Rules wizard in Outlook 98

I have a user that deleted all of his Rules. He is now trying to set them up, and they are not working.

Using exchange 5.5, and outlook 98.

I took a look at it, and setup a simple rule to move my test e-mails to a certain folder. But nothing works. It just stays in the inbox. The user has a ton of folders setup under his "Personal Folders", and is trying to get the e-mails sent there.

Any ideas why this would not work?? Has anyone seen this before??

You may want to try using the Clean Sweep tool to correct this.
