rsh failes - "remote logins not permited from this account"

Hi,
Having a Unix machine with a special passwordless account (only username is used for this account,causing and immediate login) - I successfuly rsh to it from any other Unix or PC.
When I try the same using Tiger rsh - I get the above error.
Why and how the OSX rsh is different,and what can be done to make it work ,like the unix and PC rsh's do ?
