RRAS fails to start

I'm working with our in-house SBS2003 server and can't get RRAS to start. The server has 2 NICs, both with static IP addresses on different subnets. I am trying to set it up to do VPN.

At the end of the RRAS wizard, it says that the service has been installed, would I like to start it? I click yes and get:

"an error occurred while trying to start the routing and remote access service." I look in the event system log and find, in chronological sequence:

- Unable to load C:\WINDOWS\System32\iprtrmgr.dll" event ID 20103
- successfully sent a start control
- entered running state
- entered stopped state
- event ID 7024 The Routing and Remote Access service terminated with service-specific error 2 (0x2)

When I click on the help url in the event log detail, I get a 'help' page that basically says "Windows does not recognize the service's error code."

Per instructions found on the web, I verified that iprtrmgr.dll permissions = full control for the system account (the service is configured to run under the system account, not the administrator account). I also tried 'regsvr32 iprtrmgr.dll' which results in "iprtrmgr.dll was loaded, but the DllRegisterServer entry
point was not found. This file cannot be registered." Not sure if that is a red herring or not.

I also tried disabling RRAS and reconfiguring it (per MS kb317158), but that only gets me back to the same point. I've successfully done this before with SBS2000 but never tried before with SBS2003. Remote registry service and all other dependencies that I am aware of are all running.

Is there some known bug w/SBS2003 RRAS, or ?
