There are two things you can check. The first is the most obvious and that is that the users have rights to dial in (Dial in Tab of user properties).
The second is that the RRAS server is also set up as a DHCP relay Agent (IP Routing section of RRAS). If your environment uses DHCP, and you have configured RRAS to use DHCP for assigning IP addresses you need to set up the RRAS server as a DHCP Relay Agent forwarding the requests to your DHCP server.
If I may add to this discussion, from a security perspective, using your domain controller as a dial in server opens your network to a very big hole. There are hackers who dial numbers looking for modems to connect to. As firewalls get harder and harder to circumvent, these dial-in holes are choice targets. Making one a domain controller takes all the work out of it. Once they find the modem, they do not have to try to find your domain controller. They already have it.
Since I do not know your business needs, I am not being critical of your situation or decision. I am just trying to present a consideration which you might not have thought of.
