RPCRT4.dll error when I start computer

Hi

I receive the error message below when I start my computer. I also just got a new one informing me that my computer was unable to install 'library Tops Search.dll'

Any ideas? Whatever it is is preventing me from clicking on cerain links like in my email and when I log into certain sites and want to click on an internal link.
