RPC problem over VPN with 2003

I have two servers, same hardware and everything, setup across a VPN. They are 2003 servers. Both have Active Directory installed, Exchange 2003 and are GCs. Everything works fine until you reboot just one of the servers. After that, the other server will receive emails but won't transfer emails to the other server or accept emails from the other server. It's like they run independantly. You can't even open Remote Desktop across the network. It gives an RPC unavailable error. Of course if you look in the service you can not restart the RPC service so you have to reboot the server. Also, opening any share drive or trying to access the other server gives a timeout or RPC error. Has anyone else seen this or have a clue what's wrong?
