Routing with ~p for extension works locally, not long distance

Good afternoon. I'm in need of routing calls to a location with no DIDs, only a main auto attendant.

I can route locally to a menu, pause with the ~p and pass along digits and it works fine. However, doing this with a long distance number doesn't work. I'm open to work-arounds but I'd really like to figure out why this isn't working.

For the sake of this example, I'm trying to reach # 5556667777 extension 116

Vector is just doing a simple
route-to number 955511~p~p116 with cov n if unconditionally

If I have 55511 strip 5 and replace with a local number and add a pause or two followed by an extension, it works great.
If I have 55511 strip 5 and replace with the long distance number, no dice. Also importantly, the traces for local shows leaving the vector, grabbing a trunk member and passing the pauses and extension. For the long distance trace, it shows the pauses and extension prior to leaving the vector so I'm thinking the pauses never pass:
