Routing groups accross a T1

I need to put another exchnage server at a remote location that has a T1. The traffic across the T1 is minimal. Could I put this new server in the same routing group as the main office's? Would this T1 be considered a slow link or fast?

In fact, this may be the desired choice because of the large overhead W2K and Exchange. I think you wouldn't want the new Exchange server and your DPC and BDC using the T1 line's bandwidth to update Active Directory or resolve IP addresses via DNS. Furthermore, if you have them at one site, it's easier to secure.
