Routing DHCP Requests with Catalyst 3960

Is it possible to route DHCP requests using IP Helper between VLANS on a 3960 or do I need a router??

Perhaps you mean a 3560? Yes, you merely configure the helper address under the vlan interface.

What about the ip forward-protocol command?
Isn't that what is needed for VLANs, or am I just thinking of something else?

You can use the ip forward command to specify the 8 different udp protocols. You use the ip helper to specify to what ip address you want to direct the traffic.
