Router Link ?

Hi All

I have a quick question on a route to Ireland , We have orderd 1 x 2mb between Ire-Ldn , both are on RJ45 presentation and we are using vwic cards on sub interface serail 0/0/0:0 , however both cards are showing up and the line protocol is showing down , would this indicate that the line is flapping ??

2 reasons

1) Router at eighter end is not configure properlly.

2) Link down.

Line up protocoldown ussually means a layer encapsulation problem or a line problem....
have a look at show interface command see what the router i doing with the inbound Traffic ie crc increasing. 5 min input output etc
