Is the route list exhaustion report a good way to tell if there is blockage on a PSTN link? We are using CM 6.x with 3845 routers.

My coworker is trying to convince me the route list exhaustion report indicates blockage on PSTN circuits connected to a cisco router (as I said in the question). I don't believe it is an accurate way to do that.
