My router is in ROMMON and I have not bootable flash. How do I get to IOS and I how do I install the IOS is I have to
 
Not sure I understand your problem. Is there IOS on the router? If not, you need a CCO acount with Cisco to download IOS. Once you've got it, you can xmodem the image file or, depending on which model you have, you can tftp download it. If you have IOS on the router, just type boot at the prompt. I think you can also specifcy a location and file name. 'boot flash:filename.bin' or something like that. Again, a lot of this varies by platform.
