Rollovers disappear on some browsers

Locked myself in the house for a week to learn Front Page. Everything seems to work ok except, rollovers will not upload or appear on some browsers. I am using frames, with the bottom frame displaying all the rollover buttons. I have placed each button in it own cell. Has anyone run into this problem or can anyone help.<br>
