Rollover Number After Date Reached

I have a textbox (TextHours) where a user will enter in the number of hours trained over the period of a year and this will be stored in a table (Training). What I want to do is on 4-1 (April 1st) of every year I want this current balance of hours to be stored in the table and the text box to be zeroed out.
