Roaming Profiles Need Local Admin Group

I have been using mandatory roaming profiles for many years without a problem. Now, I will be replacing the server where the profiles are stored with a Win 2003 server. In a lab environment, when I try to sign on to an XP SP1a or Sp2 box, the profile takes 6-7 minutes to load and it's less than 1 MB. It also does not pull down any group policies I have in place. The only time the user logs on quickly, pulls their profile, and applies group policies is when I make the user a member of the local Administrators group of the P.C. Has anyone ever seen this before?
 
I resolved this. Since I am in a lab environment, all the data in this lab domain was copied from my domain. The usernames and groups are the same. But naturallly the domain SID is different. So the roaming users' ntuser.dat file had permissions set for Administrator, System, and the user account for my existing domain and not my lab domain. From another box, I did a load hive and loaded their ntuser.dat file and changed the permission and it worked.
