Roaming Profile Won't Update As ntuser.dat In Use

Windows 2000 Pro
I have a single PC where the roaming profile won't save back to the server when you log off. I have downloaded oh.exe from Microsoft and identified that any ntuser.dat and ntuser.dat.log files are in use by 'System Process'. This is what seems to be causing the problem.

Any ideas please guys?
