RMAN produces ORA-12519 Error

I'm running RMAN against an Oracle9i database. I'm trying to do a backup and before starting I'm issuing the command:

STARTUP FORCE DBA;

When I issue this command I get the errors:

"failure of startup command, could not obtain a fully authorized session"

Follows by:

"Ora-12519 TNS: no appropriate service handler found"

Can anyoneplease urgently help.

Does lsnrctl services show tha instance as registered with the listener?
 
It does show up but has a status of unknown. I checked a few sites out and they say that this is not a problem and its just because I'm using a SID_LIST in the listener.ora.

I've found a bit more out about this now in that if I reboot my server I can connect to the database through Enterprise Manager and RMAN. If I then issue this STARTUP FORCE DBA, I get the above error but when I then try to connect to the database again I get:

Any ideas would be hugely appreciated.
