A few things that may help you troubleshoot:

In order to use the rsh, rcp, or rlogin commands successfully a user must qualify on the server host. A user qualifies if both of the following are true:

client user name exists in the server host's /etc/passwd file.

On the server, either the /etc/hosts.equiv contains the client host name or the $HOME/.rhosts contains the client's host name and user name

The /etc/hosts.equiv file is checked only if the client and server user name is the same...otherwise the $HOME/.rhosts file is used.
--------------------------------------------------
And if you are running securetcpip you disable tftpd, rlogind, rsh daemons...which is all the tftp, utftp, rlogic, rsh, and rcp commands...

the .rhosts file must have Permissions 600

I hope it works
