RIS server problem, clients get no reply from server

I set up RIS and everything seems right. here is a brief checklist:

BINL svc turned on
DHCP svc turned on
TFTP svc turned on
RIS server, and the DHCP server are authorized
DHCP scope is set and active
RIS is checked off to service cleint computers
The image is just a flat 2000Pro (i386)

when i boot up a client from a RIS boot disk I get the response No Reply from Server.

I checked my dhcp leases and the client is receiving an ip address.

any help would be appreciated.
