Ring Down Circuit 24 Port D4/AMI.

I'm setting up a ring down circuit, all others in the PBX are setup as 8 port CO trunks.

This 24 port one was delivered on a biscuit and they said it was a T1, I connected it to a CSU and TN2313 DS1 board.
I setup the DS1 as AMI-Basic and D4 Robbed-bit. On the Trunk I set it up as a CO with incoming destination and loop-start, automatic.

They made a test call and said that there was some echo and the company delivering the T1 said they did not like the "bits" they were seeing and they said they did not hear ringback from either end.

Is this D4/AMI supposed to connect to a channel-bank or what do you think I'm missing here? I was just thrown into this last minute.
