rights to use vpn connection

One of my techs has set up a VPN connection on an domain member XP machine. While the logged on domain user is in the local admin group, he is able to connect, but when the user is removed from that group, he cannot connect.
That user cannot stay in the local admin group.

How do I need to configure this user account so that it can use the VPN connection, but not have any admin rites?
