RH9 Time problem with FTP

Hi folks,

I have a Linux (RH9) server set to EST time zone. Oddly enough, if I create a file right now it would have a timestamp of 3:30pm. Now if I ftp from any server to the Linux server, it appears as if the file was created at 8:30pm. Weird!

Any ideas?
