RFC 2317 Subnetting a Sub class C address

I am currently seting up a Primary DNS Server on a /29 class c subnet and I was having a little difficulty understanding the wording of the document. I was unclear if I was to implement all of contents of what the document specifies or if partial was to be done by my ISP? If I understand this correctly then my ISP has to include records such as

137.0.168.192.in-addr.arpa. IN CNAME 137.136-143.0.168.192.in-addr.arpa.
138.0.168.192.in-addr.arpa. IN CNAME 138.136-143.0.168.192.in-addr.arpa.

136-143.0.168.192.in-addr.arpa. IN ns1.foo.com
136-143.0.168.192.in-addr.arpa. IN ns2.foo.com

Then I would be able to create a Zone file with PTR records as I need them on my nameserver.

Can someone verify that I have understood this correctly. I would really appreciate the help as the wording has me a bit confused!!
