Reviewing Toolbar Keeps appearing MS Word 2003

Many times when starting a new document or opening an existing one in MS Word 2003 the reviewing toolbar appears. This requires me to go into view > toolbars and unselect "reviewing". The next time a create or open a document it is back. Is there a way to keep this from appearing?
 

I don't have 2003 handy right this minute to check but I think you get it when the document has any 'review' content - that is tracked changes or comments - and you don't have any choice - but if you switch it off it should stay off for that document at least.

If you get it when starting a new document that seems a bit odd - unless you have a comment in your template perhaps.

The regular unwanted appearance of this toolbar is a common complaint about 2003.

I don't see how you could have it in a newly created document unless there was something in the template. That could be fixed by clearing Tracked Changes in the template.
