Reverse DNS - who is the authority? Who do I register my IP block with 1

Hi,
I purchased a 256 block of IP addresses - all plumbed in fine and working.
I've built a couple of BIND servers which work fine. I want these two DNS servers to be responsible for delivering names when reverse lookup is performed on the addresses in my IP block. So far, no problem...

Here's the teaser... Who do I talk to to get my IP address block registered so when a reverse DNS lookup is performed, a DNS server refers the caller to my DNS servers so a successful reverse DNS query happens.

I don't know who controls the relevant DNS servers that handle reverse DNS queries. I can see how reverse DNS works, but its the human side I don't understand - who do I talk to, to make this happen?
A reverse DNS lookup on my x.x.x.x/24 block currently doesn't resolve to anything - so lets say my DNS servers live at xx.xx.xx.3 and xx.xx.xx.4, who would I have to inform to get reverse DNS working? Ripe?

Exactly. If you want to control your reverse, your ISP must do 1 of 2 things:

They can simply delegate the reverse zone to your servers.

Or

They can take a zone transfer from you for the reverse, and they stay the "owner".

Either will work.

OK, that's great - cheers.
But of course the question now is......

Who did my ISP talk to, to get their reverse DNS working?
In other words, what body is responsible for this action?

Maybe I'm missing something somewhere, maybe its a mental block or something.....

Not sure I'm making sense, but I hope I am....!!
