Restricting Users

How can I restrict a certain group of users from using the Internet (through a proxy) on a group of workstations used by all groups (some which need to have access to the Internet). However the group would need access on other workstations on the same network.

So for example to restrict internet access to group x on w/s 1-10 but allow on w/s 11-20. While allowing groups y and z on w/s 1-20.

Help!?
