Restricting DN to DN calls

Here is a scenario that someone has put before me about a PA system that can be accessed by calling it. There will be a couple people monitoring a bridge via cameras and they can yell at people. Here's what they want:

The PA system is being installed with 4 default messages and the ability via dialup to call and broadcast live voice over the bridge area in case of a warning. The DN for this is 6200.

The only people that we would want to have dial access would be operators at extensions 8300 and 8301. If we could limit the incoming calls to those two extensions or have a password that would work.

The 6200 extension (analog line) is built on an Option 81C and the 8xxx extensions are a couple 2616 sets on an Option 11 in a different part of town. Her's the way they show up on the 81:

Is it possible to have an extension be dialed by only 2 extensions??

unless your using ncso 7, it's a pretty easy fix.. your not calling station to station.. your calling station to dsc.. a dsc points to a rlb, a rlb had a frl..
