restricting an agent calling internally.unless!!! 1

strange request here,....i have been asked to see if there is anyway to restrict an agent calling an internall group unless they have a 3rd party(genuine outside call)on the other line.
basically the group is being pestered by agents with no real reason and therefore there time is taken up with these calls which do not enter the stats.

That is a weird one, have you tried using the COR rstrictions on page 3 and see it they apply to a transfer or conference? I suspect they will.
