Restricting access to the internet by ad group

i am trying to restrict access to the internet based on an AD group, we are using ISA 2000 and i have an allow rule under access policy, site and content, in the applies to i have any request, if i changed it to users and groups specified below, it will only give access to the group i want to have access, the problem is that Mail from my exchange server will not send or receive smtp mail. What am i doing wrong??
 
Does SMTP traffic flow if you allow access to any request?

Have set up an IP packet filter to allow SMTP traffic?
 
yes to both questions.

In the packet filter, it is set up as fixed port of 25, direction as outbound, and remote port as all.
