restricted permit / programs ??

What's up,

Question. I run Windows XP Pro and i got 3 user to log-in. Is there a way that let's say under USER#3 >> that this user can't get access to let's say the CD/burn, the floppy drive and a few other softwares? What i wanna do is this. I work on this computer and friends doing stuff under there login name and fool around and mess up some stuff and program setting. So i want to limit there abliility to have not access to a few programs and also A drive (Floppy)

How can i do that?
