Restrict user to only be able to send to only selected mailboxes?

I have a unique situation, but have not been able to find a solution. I have a request for two users to only be able to send to a couple of specific mailboxes. Internet mail and the rest of the users in the company will be off limits. The internet mail is easy, took away their smtp addresses.

Is there a way to restrict a user to only be able to send to selected mailboxes? Going through over 1500 email accounts and adding a delivery restriction is not a very good use of time. The option for a 'send to restriction' would have been nice to have....

I would think that giving someone an email client and then forbidding them to email other people is rather silly. Just have an email policy that says email can only be used for business purposes, no personal email (make sure you spell out that they have no expectation of privacy on the company email system, then you can legitimately monitor it). Then use the company disciplinary procedure when you catch the first person breaking the rules.

I wouldn't stop people externally mailing (a legitimate requirement for some people) by removing the SMTP address from their mailbox. Better to use the Delivery Restrictions tab of the IMS. However, it's a pain to administer this as you need Admin access to Exchange, and every time you change the list of excluded mailboxes you have to stop and restart the IMS service. Instead, create a new DL called something like 'Restrict external mail' or similar, and add this DL to the Delivery Restrictions tab of the IMS. Then you can simply restrict people from external emailing by adding them to the DL - you can even delegate the task to an HR-type person if you wish by giving them ownership of the DL.
