Restrict use of Global Distribution Lists

I want only members of a specific security group to be able to send email via the global distribution lists. How do I do this? Basically, I am trying to restrict all users from using global distribution lists.
 
Do you mean restrict delivery to distribution groups?

In AD, open the mail-enabled group and look on the Exchange General tab - Delivery Restrictions.
 
If you want to restrict who can send e-mail to a distrobution list in the GAL, on your exchange server, go into AD Users & Computers.
Select the mail group you want to limit access too.
Go to the "Exchange General" tab.
Under "Message restrictions" - "Accept messages:"
Select "Only from:"
click the "Add..." button add the users you want to have access to be able to send e-mail to the distro list (I personally use a security group. Have the users in the security group and just select the security group here)
Click "ok" and you should be set!
