We have just gone over to exchange2003, one of the tasks that was easy on 5.5 was restricting certain users from having the ability to send internet mail while they could still recieve internet mail and internal mail.
From what I can find out it is possible to restrict a user to authenticated users only but this means they can not recieve internet mail which is required
