How can I restrict user permissions but allow some users to access IIS?

Can you please clarify, Westond? There are ways to lock down IIS using a combination of NTFS and IIS security settings, like setting web directories Read in NTFS and restricting IPs in IIS, or enabling integrated Windows authentication. I'm not quite clear on what you want to do, though. But here is page with many resources on securing IIS:

 
I just want to know if it is possible to restrict a users access to install ect... and still give allow them full rights to IIS.

So, let me make sure I understand. You have users that log in to Windows (2000 or 2003?) Servers that are running IIS. (If you don't have Server I don't think you can have Site OPerators, which is what I believe you're wanting to do.) You want these users to be able to manage IIS services, or specific sites, but do not want them to be able to manage other aspects of the server, like installing or changing software?

Just want to make sure I'm clear on what you're doing.
