Restrict Network Folder Creation

We are running a Novell Network. We want to restrict users from creating folders on the network drive while still allowing them full file handling rights. However, it seems that there isn't a way to differentiate between folder and file rights. Any suggestions?
 
Really, there's not a good way to do this, as far as I know..

Instead, you can let the users do what they want, but control where they do it.

for Example... Don't give them full access to the ROOT of the volume. Instead, create subfolders appropriately named for their function, and let the users manage the file structure within that directory themselves.

That way they feel like they have the power to do what they need, yet you retain control over the overal structure and manageability of the file system.
