Restrict Incoming Calls

We would like to restrict a few individual numbers from dialing into our S8700. I see many ways to restrict outgoing calls but can't find anything on incoming. Any ideas? Would this happen at a trunk level?

or vec/vdn incoming call handling treatment etc..
