restore when s/w is reinstalled

Hey all,
We have valid images from our last successful backup on a tape but somehow we had to reinstall the whole OS and thus the Netbackup 4.5 .
Now when Im trying to locate some files from that tape the s/w is showin that its an empty tape ( which is understandable because the database is even lost).
Is there no way to restore some files from that tape.

don't you have a catalogue tape?
It is poss to read a tape but it takes ages.
