Restore priv1.edb

I have just setup a new 2003 server with 2003 exchange on my private test network. The only thing I need to move from one server to the other is the mail store. I have the priv1.edb, priv1.stm, and log files all saved on my new server, but I am not able to mount them once I copy them over the new DB files. I am copying them into the MBDATA directory and overwriting the current files. I have checked the "allow to be overwriten by restore" box in the stores properties.

What do I need to do to restore these mailboxes on my new 2003 server? Do I need to setup a 2000 server again and use exmerge?
