Restarting via the MAC address or network card

I have a number of HP LPr, LP1000r, LH3, LH3000 servers in remote locations. The servers are rebooted twice weekly, but sometimes they fail to shutdown or restart correctly. The machine is still 'ping-able', (if that is such a word), but can't be connect to in any other way - e.g. Terminal Services, VNC, Hyena, as the RPC server service is not functioning.

Is it possible to reset an Intel based machine by sending a command to the MAC address or IP address or any other way without actually being at the machine?

I did not think you can do that just via network card.
I know DELL and Compaq have add-on cards, that give you access via ethernet to the system so you can administer it remotely, can reboot, can even get into the BIOS and make changes there. DELL's called "Dell Remote Assistant Card (DRAC)", and Compaq's is called "Remote Insight Board (RIB)".
May be, HP has something similar. Or, you can take a look at remote reboot equipment dealers, such as this place:
